  • Required existing-PR no-change runs to verify a pull request URL, failing with GitHub lookup details when the promised branch has no PR or lookup authentication fails.

  • Added command output details to open and closed PR lookup errors so failed PR verification includes the useful GitHub response body.

  • Stopped queuing failure follow-ups for DNS and name-resolution clone failures while still allowing generic no-delta clone failures to be remediated.
